Under Florida Statute 985.04, the name, photograph and arrest report of a juvenile offender who commits a felony offense, is charged with a felony violation, or is transferred to an adult court of law is not considered confidential and exempt solely because of the child's age. All information has been obtained by Greene Publishing, Inc. reporters from local law enforcement agencies and was released legally and fairly.
On Saturday, Jan. 9, Trooper Llanes was assisting Trooper Cabe in a search for a vehicle that had previously evaded Cabe's attempt at a traffic stop. The vehicle was described as a black four-door Nissan Infinity with a Florida tag. As Llanes was traveling southbound on State Road 53 and approaching SE Balboa Rd., he observed a vehicle matching the description given by Cabe. The Infinity ran a stop sign, forcing an oncoming vehicle to slam on the brakes to avoid a collision.
Due to the driver's reckless driving and the matching vehicle description from earlier, Llanes began to follow the Infinity, which then proceeded to merge onto I-10 westbound. Llanes continued tailing the vehicle onto the interstate and confirmed that the plate number matched the one from Cabe's description. Cabe and Trooper Young soon met with Llanes on the road, as he continued following the vehicle, and mile marker 253 became their rendezvous point. Florida Highway Patrol (FHP) notified the Madison County Sheriff's Office (MCSO) that they were in pursuit of a vehicle.
Young moved in front of the Infinity and began slowing down as Llanes activated his lights and sirens. The vehicle attempted to flee but was slowed by Young's patrol vehicle. Due to the vehicle being a flight risk, Llanes attempted a precision immobilization technique (PIT). However, the attempt was a fruitless endeavor, and the driver quickly regained control of the vehicle and continued to flee. The driver then moved onto the shoulder of the road, where Llanes attempted another PIT, which was successful.
The vehicle traveled into the center median of I-10, where Llanes, Young and Cabe were able to box the Infinity in. As they were doing this, the front seat passenger and the backseat passenger exited the vehicle and fled on foot, tossing a black Taurus 9mm handgun to the ground. The weapon was later identified as a gun that had been stolen out of Moultrie, Ga. The driver remained in the vehicle and was assisted out by Llanes and Young, who then placed him in handcuffs. The driver was identified as 16-year-old Jah'Quayvion Parks from Tallahassee. The juvenile was then transported to the Madison County Jail without further incident.
Law enforcement then had their attention drawn to a blue bookbag on the passenger floorboard, which contained seven ounces (approximately 198.5 grams) of marijuana. Corporal Land arrived on scene with K9 Archer, and Corporal Tavares arrived with K9 Max. They were the first canines to pursue the two fugitives. The MCSO then contacted Madison Correctional Institution (MCI) and requested their K9 unit to come assist as well. Archer followed their scent to Top Tier K9, where he lost the trail. Fortunately, MCI dogs were able to pick up where K9 Archer left off.
As the search continued, Jason Miller, a Madison civilian, was at his mother's house to make her dinner. About an hour before sunset, he heard a knock on the door. When he opened the door, two young men stood before him. It was a cold night and one of them was barefoot so Jason offered for them to come in. At the time, he did not know they were fugitives on the loose. He gave the one individual a pair of shoes and socks.
When Miller asked the pair what they needed, they told him their vehicle had broken down and a tow truck driver had picked it up and taken it back to Tallahassee. However, they could not ride with the tow truck driver due to COVID regulations. "One of the boys pulled a wad of cash out and offered me a large sum of money to drive them to Tallahassee," said Miller. Miller recalls one boy saying, "I can give you as much money as you need." However, Miller declined the offer and explained that his van was having trouble and couldn't make a trip to Tallahassee.
The boys then stated that if he had an iPhone charger, they could charge their phone and call someone to come get them. However, Miller did not have an iPhone charger, so he offered to drive them to the gas station where they could buy one.
The boys quickly took his offer to go to the store. However, red flags really began going up when the boys insisted on sitting in the back of the van where the windows were tinted. As Miller drove down the road, he noticed several law enforcement cars, spaced out along the road. He could tell by the numbers and where they were sitting that they were looking for someone. That is when it hit him. He knew instantly they were looking for fugitives and the two guys in his van were running from the police.
At some point during the ride, Miller nonchalantly stated, "I'm going to stop and figure out what's going on." Miller explained that one of the boys responded with, "No sir, just keep going." Miller disregarded the comment and pulled up next to an officer and rolled down his window to talk. The officer informed him they were looking for two fugitives. Miller told him he picked up two guys and they were in the back of his van. As the officer, identified as Captain Lauth, radioed other law enforcement, the two subjects exited Miller's van and ran into the woods. Lauth ordered them to get on the ground, but they continued to run into the woods.
The two suspects were eventually located by MCI's K9 team and were escorted back to Trooper Vollertsen's patrol car. Vollertsen spoke with a man who was approached by the suspects. He explained that the two boys advanced on him and he fired a warning shot at them, out of fear for his life.
The two remaining suspects were identified as 15-year-old Zyion Kilpatrick and 17-year-old Ilik Gaines, both from Tallahassee. Parks is being charged with fleeing and attempting to elude law enforcement officers, possession of marijuana – over 21 grams and possession with intent to sell. Gaines is being charged with the use of a firearm during the commission of a felony, possession of marijuana – over 21 grams, possession with intent to sell, resisting arrest without violence and simple assault. Kilpatrick is being charged with possession of a firearm during the commission of a felony, resisting arrest without violence, possession of marijuana – over 21 grams, possession with intent to sell and simple assault.
