Chief Calhoun Gives Summary Of Health Department Homicide

Submitted by Madison Police Chief Gary Calhoun

Homicide Summary

On the morning of August 25, 2011, the entire Madison community experienced a terrible tragedy when an innocent man was brutally murdered in our quiet little town. Thankfully, our community of citizens rarely suffers such a heinous crime, and the community’s response was overwhelming. Our people showed their character that day, and in the days following, when they quickly rendered aid, prayers, food, and support for the grieving family and those involved in the aftermath. In an effort to bring some understanding, if that is even possible, I want to give some insight in to the events of that day and acknowledge the efforts of those who worked to bring healing and justice.

As we put the pieces together, it appears that this entire tragic incident took less than 20 seconds. No one had time to react to stop the attack. The Health Department staff acted heroically when they rushed to render aid to Mr. Logan. When they realized that aid was to no avail, they preserved his dignity by covering him with a sheet and even a small tent.

Within three minutes of his arrival, Officer Marsh was able to broadcast the name of the suspect over the radio. Credit is due to the witnesses who quickly came forward and gave information to law enforcement about what they saw and the identity of the suspect. If the witnesses had not involved themselves, this case may still be unsolved, or at the least, the suspect still at large.

Less than twelve minutes after the 911 phone rang, the suspect was in custody. Although we use the latest technology in crime scene processing, the suspect was apprehended quickly because of good old fashioned police work. Our officers know this community and the residents. When Captain McGhee heard the name of the suspect, he didn’t have to plug the information into a computer; he and Officer Marsh drove straight to the suspect’s house and apprehended him. This is indicative of the type of officers we have here in Madison. Their teamwork and dedication is outstanding!

The assistance we received from the Madison County Sheriff’s Office, Florida Department of Law Enforcement and the State Attorney’s Office was amazing. I have been in law enforcement for over 27 years and I have never witnessed better multi-agency cooperation.

Our community is healing after this tragedy. But we can look back and be proud of all of those involved who answered the call on that day. Heroes include the Health Department staff, the witnesses, and all of the law enforcement officers and agencies who worked to apprehend the suspect and gather evidence to gain a conviction when the case goes to trial. I ask that you pray for the families touched by this event and for our local law enforcement officers who continue each day to put their lives on the line to protect us all.

Anyone wishing to see the Madison Police Department’s new trophy has only to visit the lobby of the Police Department Building. The eagle-shaped statue holds pride of place in the display case there.

Police Chief Gary Calhoun proudly explained that his officers won the second-place award in the Rookie Category at the Florida Law Enforcement Challenge in Orlando in late July. Calhoun said that about 100 law-enforcement agencies competed in the Rookie category — sheriff’s departments, police departments, and other groups competing for the first time.

Calhoun lauded Cpl. Jeff Rosenberg for heading up the competitive events, putting the reports together, and doing the required surveys. “He did the documentation for us, and put in some time standing on the street corners observing seat-belt use in passing vehicles,” he said. ”I’m very proud of Jeff for documenting and submitting. That was a great benefit. All our guys have participated to make it worthwhile.”

The competition was based on policies, guidelines, and effectiveness of traffic-related problems in the city. Each agency won points for every division, such as seat-belt use by officers, seat-belt use by the public, number of crashes with injuries, red light infractions, etc. For their second-place finish, Madison’s PD won 12,000 points to be used toward the purchase of traffic-safety equipment. Calhoun said the points translate almost evenly into an equal dollar amount.

The chief stated which he has already decided on some purchases. He plans to order re-usable reflective flares with lights and a couple of radar units with part of the funds. “The flares will be especially helpful at the scenes of night-time crashes,” he surmised.

Calhoun reported which the traffic-safety policies have worked effectively in the city. In 2009, the city had 68 crashes; in 2010, that number fell to 61. In 2009, crashes with injuries numbered 30; the 2010 tally was 25. Red-light infractions have also come down, and the city has had a reduced number of crashes at intersections. “Speeding violations have remained pretty steady,” he said.

In the documents submitted by Rosenberg, the city shows four DUI-related crashes in 2010,  safety-belt usage at 85 percent, and 261 seatbelt citations for the year.

(For our readers who might have interests in Taylor County, Perry won first place in the DUI competition, and got the right to turn a key to see if they won a vehicle. The key turned, and the Perry Police Department now owns a fully-equipped new Chevy Tahoe.)

Other winners in the Rookie class were Lake Hamilton Police Department (First Place) and Panama City Police Department (tied for second with Madison.)

Three Madison Police Officers Promoted

102_9945

By Lynette Norris
Greene Publishing, Inc.
The Feb. 28 promotion ceremony for three Madison Police Officers got off to an unusual start before it even started Monday evening. Shortly before 6 p.m., as Police Chief Gary Calhoun was waiting outside with the cake and paper plates, the young man helping him unlock City Hall accidentally set off the security alarm. “Well, at least we know it works,” one of them joked.
A few minutes later, after everyone was seated, Calhoun asked Rev. Lee FerDon to open the ceremony with an invocation. Shortly afterward, as the three officers stood together at the front of the room, Calhoun swore them in. Thus, with right hands raised, Officers Eric Gilbert, Reggie Alexander and Jeff Rosenberg became Corporals of the Madison County Police Department. Immediately afterward, each man had his brand new badge pinned to his uniform by a family member. Gilbert had chosen his mother, Diane Gaylord for the honor, Alexander, his father, Joe Alexander, and Rosenberg, his wife, Beth Rosenberg.
All three men had gone through a thorough testing and interview process, Calhoun stated in a brief speech afterward. He went on to share with the men some thoughts from a recent sermon at his church, thoughts that he felt also were appropriate to the present occasion, including serving with grace and humility, remembering that every person they would deal with was the most important person in the world to someone else, and that the legacy they would leave with the department would depend on how they served.
Addressing the rest of the audience, he asked that friends and family be the support that each man would need, since even in a small, quiet town, the job of a police officer is not an easy one.
In concluding, he told those present that he had every confidence in the three young men, and that their legacy would be positive, leaving the department better for their having been there. “I sleep very well in the city at night,” he said, “knowing these guys are out there.”
