Gov. Rick Scott has signed the death warrant for the execution of Paul Augustus Howell, who was convicted in Oct. 1995 for the Feb. 1, 1992 killing of FHP Trooper Jimmy Fulford. The full story will be in the Wednesday, Jan. 23, edition of the Madison County Carrier.
