Human Remains Found Under Monticello Residence

BY FRAN HUNT
The Monticello Police Department (MPD) and the Florida Department of Law Enforcement (FDLE) are currently investigating a suspicious scene, in the city of Monticello, where human remains were found.
MPD reported that on Wednesday, June 5 they received a call concerning a welfare check (checking on the welfare of one who has not been heard of in some time) from the relative of an elderly woman. She was reported to live with her son, David Patronis, at 685 South Waukeenah Street.
When officers arrived at the residence, they found no one home. However, after beginning an investigation into her whereabouts, they were informed that the female had passed away in Tallahassee, last year. Upon further investigation, officers discovered that Social Security benefits were still being paid to the woman.
The MPD then obtained a search warrant for that address.
Officers were assisted by a local group of K-9 handlers, who specialize in human body recovery.
A K-9 team alerted on a crawl space in the rear of the residence. Officers entered the crawl space and discovered a decomposing human body. The body was too badly decomposed for immediate identification.
The MPD then contacted forensic assistance from FDLE to assist in the investigation. The area surrounding the residence was taped off as a possible crime scene. As of press time Thursday morning, the scene remained taped off, and the investigation continued.
MPD is currently searching for David Patronis and hold warrants for his arrest.
Patronis was last known to be operating a 1987 four-door gold Volvo Sedan, with the license plate number of ACE-M52. Anyone having contact with Patronis or knowing his whereabouts is asked to call the MPD at (850) 342-0150.

Beware Of Grandparent Scam

Madison County Sheriff’s Office requests all Grandparents be aware of the newest Scam reported to our office. The “GRANDPARENT SCAM” .
On March 19, 2013 a report was filed with MCSO that a couple had received a phone call from a young person only identifying themselves as their “favorite grandson”. When the grandparent called a name of one of her grandsons they answered “Yes, it’s me” explaining they were in jail and didn’t want their parents to find out and could they please help them by wire a large amount of money to a Bail Bondsman in Panama.
This person was so convincing, the grandparent went to Wal-Mart and tried to wire the money. Luckily the transaction did not go through and the grandparent was able to keep her money. And after contacting her children found out her grandson was at home and not in trouble in Panama.

Not any one of us wouldn’t drop whatever we’re doing to help a grandchild, but before making this happen, please verify and don’t be a victim.

Scam Safety Tips.

1) Listen to the caller and take notes, including the person’s Caller I.D.
2) Don’t give the caller any of your personal information.
3) Verify your family member’s location by using a valid phone number or speaking with other relatives.
4) Contact the U.S. Embassy in the country involved and ask for assistance or verification of an arrest.
5) Report the scam to your local police/sheriff’s office or FBI

Scammers have become more sophisticated in researching their targets, likely using social networking sites such as Facebook to learn about family members who are abroad. Other times, the scammers just cold-call their targets and hope for a easy victim.

The caller posing as the family member also will plead with the grandparent to not contact other relatives for fear of getting into trouble or worrying them, a tactic that helps isolate the victims into giving money.

Many of the scammers often make it sound as if the money needs to be sent urgently, but don’t fall for it. If someone actually is arrested or in the hospital, then there should be no such rush.

Unfortunately, once the money is gone, it’s gone for good. Victims rarely get their money back.

The scam works because it pulls on the heartstrings of grandparents. Stay alert and don’t be a victim.

Multi-state gambling, racketeering, and money laundering organization dismantled

~57 conspirators tied to running gambling centers under guise of “internet cafes”~

SEMINOLE CO. (March 13, 2013) – Local, state and federal law enforcement officials and prosecutors today announced the charging of 57 individuals for their roles in an organized $300 million conspiracy orchestrated by Allied Veterans of the World. Operation “Reveal the Deal” uncovered a sophisticated racketeering and money laundering scheme stemming from 49 illegal gambling centers operating under the guise of “internet cafes.” The organization falsely claimed to be a charitable veterans’ organization, but instead deceived the public and government while lining the pockets of its operators.

Law enforcement officers yesterday began executing 54 search warrants and 57 arrest warrants in 23 Florida counties and five additional states, rounding up individuals and evidence involved in the conspiracy. Investigators are seizing slot machines and records from Allied Veterans of the World gambling centers across the state, as well as 80 vehicles and vessels, 170 properties, and 260 bank accounts estimated in the tens of millions of dollars.

Allied Veterans of the World was led by four co-conspirators: Johnny Duncan, 62, of Boiling Springs, S.C., Jerry Bass, 62, of Jacksonville, Fla., Chase Burns, 37, of Fort Cobb, Okla., and Kelly Mathis, 49, also of Jacksonville, Fla. Duncan serves as the former national commander of the organization, Bass is the current commander, and Mathis is the organization’s attorney. Burns owns and operates International Internet Technologies and provided the software used by the gambling centers.

The organization is federally registered as a 501(c)(19), a tax-exempt veterans organization, and touts that it operates for charitable purposes. Instead, investigators allege it ran gambling centers and illegal slot machines, funneling the illegal proceeds through a sophisticated web of for-profit corporations that paid off the Allied Veterans of the World management, software provider and lawyer. More than 100 for-profit corporations and a combination of shell companies and internet cafes were utilized to conceal the illegal activity and funds generated by the gambling centers. Investigators found that during the period January 2008 to January 2012, less than 2 percent of the $300 million in gambling center revenues was given to charity.

Investigators believe the four co-conspirators received a combined more than $90 million in proceeds from the scheme. They were charged with Racketeer and Influenced Corrupt Organizations (RICO); RICO conspiracy; manufacture, sale, possession of slot machines; lottery; keeping gambling houses; and money laundering. Duncan was booked into the Spartanburg County Detention Facility (South Carolina), Bass was booked into the Jacksonville Sheriff’s Office Jail, Burns was booked into the Caddo County Jail (Oklahoma), and Mathis was booked into the John E. Polk Correctional Facility in Seminole County.

The other 53 conspirators (see attached list) are associated with the illicit enterprise and operated the gambling centers, hiding their portion of a combined $194 million in gambling proceeds. These subjects reside in Florida, Alabama, South Carolina, Pennsylvania, Nevada and Georgia. They face multiple counts of gambling, slot machines, lottery, money laundering and RICO. As of 1 p.m. today, 49 have been arrested. Among them are Nelson Cuba, 48, and Robert Freitas, 47, both of Jacksonville, Fla. The two are law enforcement officers who serve as the President and Vice-President of the Fraternal Order of Police’s Jacksonville Lodge. The investigation found they received more than $500,000 through a shell corporation during an 18-month period. The two withdrew cash weekly, attempting to avoid detection by removing amounts just below mandatory federal reporting requirements. Cuba and Freitas both face the additional money laundering charge of structuring transactions to evade reporting or registration requirements. They were booked into the John E. Polk Correctional Facility in Seminole County.

All charges are first degree felonies and all of the subjects arrested will be initially held on a no bond status.

Operation “Reveal the Deal” began in July 2009 and was conducted by the Seminole County Sheriff’s Office, the Volusia County Sheriff’s Office, the Jacksonville Sheriff’s Office, the Florida Department of Law Enforcement, the Internal Revenue Service, and the United States Secret Service. The agencies worked in partnership with the Florida Attorney General’s Office of Statewide Prosecution and the United States Attorney’s Office.

Braxton Decarlos WrightMadison County Sheriff Ben Stewart reports that on Tuesday the 12th day of March 2013, Cpl. Jason Whitfield stopped a 2009 Toyota sedan for unlawful speed on Interstate 10 in Madison County. Cpl. Whitfield observed a plastic bag containing a green leafy substance being thrown from the rear passenger side window as the sedan was slowing.
Cpl. Whitfield requested canine assistance and Cpl. Kevin Stout arrived with canine Onyx. While Cpl. Whitfield was taking enforcement action for the speeding violation, Cpl. Stout was able to locate two plastic bags containing suspected marijuana in the grassy ditch near the area that Cpl. Whitfield observed the bags being thrown from the Toyota.
Canine Onyx was utilized to conduct a free air sniff of the Toyota and gave a positive alert for the presence of narcotic odor. A probable cause search was conducted of the sedan and marijuana residue and a clear plastic bag containing more marijuana residue was located on the rear passenger side seat. The plastic bag from the vehicle matched the two plastic bags that were recovered from the roadside.

Arrest Response

Madison County Sheriff Ben Stewart is taking the opportunity to respond to a recent case that has generated numerous inquiries. On Sunday night March 3, 2013 at 10:19 PM, David Cliff Richardson and Heather Elaine Webb were arrested and charged with Loitering or Prowling and Possession of Burglary Tools. The facts of this case are as follows:
Earlier during the day of March 3, 2013 the Madison County Road Department and Sheriff’s Office located barricades at River Park Road and River Timber Loop. The public boat ramp on River Park Road was still accessible, however just around the bend the rising water was rushing across River Park Road (This being the same location of a tragic loss of life as a result of drowning during the flood in 2009). Deputies had just completed rescuing two men and four animals by airboat that were visiting from South Florida and got trapped by the flood on River Ridge Road just south of the boat ramp.
Simultaneously, the Madison County Sheriff’s Office was in the process of launching a second boat for Security Patrol and Rescue responses. Deputies were stationed at the barricades to prevent motorist from driving down to the boat ramp and the water rushing across the road. At approximately 12:00 PM David Cliff Richardson drove up to the barricades in a 2005 White Chevy Trail Blazer co-registered to Heather Elaine Webb. Webb was a passenger in the Trail Blazer. Deputies informed Richardson that the road was closed and no access was allowed. Richardson told the Deputies that he would turn around, instead he continued to drive down pass the boat ramp and around to the water crossing the road. Another Deputy in an unmarked Sheriff’s Office truck left the boat ramp to make contact with Richardson. When the Deputy located Richardson he was turning around at the water. Richardson left the area.
Due to the rising water all vehicles had to be moved from the boat ramp back to the barricades at River Timber Loop and a second set of barricades were set up at River Park Road and Juniper Drive.
A few hours later the MCSO patrol boat located Richardson, Webb and another male subject at a residence they had accessed by boat. Again they were instructed to leave the flood area without incident.
On this same date but now 10:19 PM, David Cliff Richardson and Heather Elaine Webb returned to the barricades located at River Park Road driving the same white Chevrolet blazer, stopped briefly, backed up and then drove over the barricade pushing it out of place and breaking the Sheriff’s Office “DO NOT CROSS” tape. A deputy was located at the intersection of Juniper and River Park Road witnessing the actions of Webb and Richardson and immediately activated emergency lights and conducted a traffic stop on the vehicle.
Richardson immediately exited the passenger side of the vehicle and started approaching the Deputy before being ordered to stop. Richardson repeatedly refused to follow the directions of the officer and was secured in hand restraints while the deputy spoke with the driver. The driver, Heather Webb, advised that she was following Richardson’s direction to drive through the barricades. Richardson made several statements of discrepancy regarding 3 different properties he owned that he wanted to check and then changing his story to knowing that he could not get to his properties because they were under water to finally stating that he just wanted to look at the water.
Both occupants were arrested and charged with loitering or prowling. Incident to arrest, a vehicle inventory discovered bolt cutters, wire cutters, claw hammer and gloves conveniently located and obviously placed in an orderly fashion just inside the back hatch of the Chevrolet blazer next to a cooler of alcoholic beverage. There was also an open container of alcoholic beverage inside the vehicle.
Additional charges of possession of burglary tools were added to both occupants.
Sheriff Stewart explains that prior to this specific incident, there was ample opportunity for these defendants to communicate and coordinate with Sheriff’s Office personnel their concerns and/or assistance. However they chose a vigilante approach which warranted consequences.
Sheriff Stewart further explains that it is the duty and authority of his Office to protect and serve the many citizens that have been forced to evacuate the flooded area and leave their valuables behind. The Sheriff’s Office will continue to do their duties and responsibilities and enforce the law regarding trespassing, loitering or prowling and burglary. There are 20 road closures spanning from North of Bellville on the Withlacoochee River to South of Boundary Bend on the Suwannee River. The Sheriff’s Office is utilizing every resource to promote safety and compliance. The barricades are in place for a purpose and for those that choose to violate the law there will be consequences.
Sheriff Stewart greatly appreciates the cooperation of the many citizens affected by the flood during this crisis and encourages everyone to exercise caution while the river is at flood level and to contact the Sheriff’s Office with any questions or concerns.

It was cold that day when Fulford arrived at work at 3 p.m. at the Madison FHP station. He went on a call to the rest area on Interstate 10 where he helped a woman who had locked the keys in her car. He then spotted a car headed west at 85 miles per hour and stopped the Mitsubishi Gallant in Jefferson County.
Fulford discovered that Lester Watson, the man driving the car, did not have a driver’s license. Fulford arrested Watson on charges of driving without a license and Watson was booked into the Jefferson County Jail. Watson’s passenger, Leroy Williams, asked if he could accompany Watson to the jail.
Fulford discovered that the car had been rented to Paul Howell, of Miami. He had the dispatcher call Howell, who said that he had given Watson permission to drive the car but had not told him to head north with it. During the phone call, Howell never told them that the package contained a bomb that he had intended to send to Marianna to silence a witness who could tie him to a murder.
At the Aucilla exit on Interstate 10, Fulford and Jefferson County deputies Wallace Blount and Robert Harrell searched the car.
Fulford looked through the trunk and saw an empty baby’s bottle and a gift-wrapped package. While waiting for the wrecker to come pick up the car, he searched the Mitsubishi again. He opened the package with his penknife and the bomb exploded, killing Jimmy Fulford.
Fulford’s lieutenant, B.J. Tinney noted that when officers were moving the car away from the blaze so that it would not catch fire, that Fulford’s radio was set to WAFT, a Christian music station in Valdosta, Ga. Officers also noted that Fulford’s watch had stopped at 4:34 p.m.
At Fulford’s funeral, a tape was played of him singing gospel music the First Baptist Church in Monticello, where he served as deacon.
Lester Watson was convicted of second degree murder and sentenced to 40 years in prison. Patrick Howell was sentenced to 40 years in prison without possibility of parole for 25 years. Other members of the Jamaican drug posse involved in the murder coverup were sentenced to extensive prison terms. Paul Howell was sentenced to die for Fulford’s death.
